10 small cities with the best cost of living for retirees

The math of retirement has changed. Home insurance is climbing, healthcare costs keep rising, and cities that once seemed affordable are pushing retirees out. A growing number of smaller American cities are doing the opposite, combining low housing costs, senior-friendly tax policies, and solid healthcare access with enough character to make the move feel deliberate.

Columbus, Indiana

GOBankingRates ranked Columbus the safest and most affordable city in America for retirees in 2026, based on crime rates, housing costs, and total expenditure. A full retirement is achievable here on under $50,000 a year.

Green Bay, Wisconsin

Average rents run about $950 a month, nearly 42 percent below the national average. Wisconsin exempts Social Security income from state taxes, and the city’s public golf courses and outdoor recreation options give retirees genuine reasons to stay active year-round.

Toledo, Ohio

Rents average $803, and the median home price sits just above $127,000. Ohio does not tax Social Security benefits, offers a pension tax credit, and Lucas County provides a homestead credit for moderate-income seniors. Few small cities match that combination of low housing and layered tax relief.

Des Moines, Iowa

Average rents around $981, and more than 800 miles of connected trails deliver real city amenities without big-city pricing. Iowa exempts Social Security income and repealed its inheritance tax in 2025. The Milken Institute has consistently ranked Des Moines among the top metro areas for successful aging.

The Milken Institute ranked Sioux Falls fifth among small cities for successful aging, citing low-cost hospitals, an abundance of medical professionals, and strong funding for older adults. South Dakota levies no state income tax, which alone makes it worth serious consideration.

Low living costs and generous senior tax exemptions make Augusta appealing well beyond the Masters tournament that puts it on the national map every April. Kiplinger ranks Georgia among the most tax-friendly states for retirees. Mild Southern climate, without Florida’s insurance premiums.

Tulsa keeps housing costs well below the national average while offering a cultural scene that punches above its weight. The city holds the largest collection of Art Deco architecture in the country, along with museums and live music. Oklahoma’s tax treatment of retirement income is favorable across the board.

Three colleges in one small city mean concerts, sporting events, and lifelong learning programs are always within reach. The Milken Institute ranked Columbia fourth among small metro areas for successful aging, citing its med-school hospitals and home healthcare infrastructure.

Thermal baths, three local lakes, and championship golf courses make Hot Springs feel like a retirement destination rather than a compromise. Livability.com named it one of the 100 best small cities to live in, and Arkansas’s low overall cost of living makes the lifestyle accessible on a modest fixed income.

Poplar Bluff, Missouri

Poplar Bluff rounds out the list as one of the most affordable small cities in the country for retirees on tight budgets. GOBankingRates placed it among the top ten nationally in its 2026 affordability ranking. For retirees who prioritize financial security over urban amenities, the numbers here are hard to argue with.

None of these cities will make a headline the way Miami or Scottsdale will. But for retirees doing the actual math on what retirement costs day to day, small cities are where the numbers increasingly make sense.
