U.S. foreclosure rates: States with the lowest foreclosure activity

In September 2025, foreclosure activity across the U.S. edged down slightly from the previous month but remained higher than a year ago, according to ATTOM Data. Total filings reached 35,602 properties, down 0.3% from August but up 20% year-over-year. Foreclosure starts totaled 23,761 properties, while lenders repossessed 3,780.

Virginia

Virginia recorded 1 in every 5,895 housing units (620 filings / 3,654,784 units). Top counties: Galax City, Covington City, Charlotte.

Maine

Maine had 1 in every 6,221 housing units (120 filings / 746,552 units). Top counties: Oxford, Waldo, Somerset.

Washington

Washington showed 1 in every 6,274 housing units (520 filings / 3,262,667 units). Top counties: Grays Harbor, Pierce, Lewis.

New Mexico

New Mexico reported 1 in every 6,640 housing units (143 filings / 949,524 units). Top counties: Union, Eddy, Roosevelt.

Oklahoma

Oklahoma posted 1 in every 6,653 housing units (265 filings / 1,763,036 units). Top counties: Logan, Muskogee, and Canadian.

Massachusetts

Massachusetts recorded 1 in every 6,655 housing units (453 filings / 3,014,657 units). Top counties: Franklin, Dukes, Hampden.

Arkansas

Arkansas had 1 in every 6,983 housing units (198 filings / 1,382,664 units). Top counties: Arkansas, Sharp, Lawrence.

New Hampshire

New Hampshire showed 1 in every 7,239 housing units (89 filings / 644,253 units). Top counties: Coos, Sullivan, and Cheshire.

Hawaii

Hawaii reported 1 in every 7,242 housing units (78 filings / 564,905 units). Top counties: Hawaii, Kauai, Honolulu.

Missouri

Missouri posted 1 in every 7,433 housing units (378 filings / 2,809,501 units). Top counties: Linn, Harrison, Saint Francois.

Idaho

Idaho recorded 1 in every 7,615 housing units (102 filings / 776,683 units). Top counties: Oneida, Bear Lake, Washington.

Kentucky

Kentucky had 1 in every 7,616 housing units (264 filings / 2,010,655 units). Top counties: Hancock, Carroll, Lyon.

Tennessee

Tennessee showed 1 in every 7,817 housing units (396 filings / 3,095,472 units). Top counties: Decatur, Hancock, Lake.

North Dakota

North Dakota reported 1 in every 7,976 housing units (47 filings / 374,866 units). Top counties: Dickey, Mercer, Sargent.

Wisconsin

Wisconsin posted 1 in every 8,162 housing units (337 filings / 2,750,750 units). Top counties: Washington, Racine, Douglas.

Nebraska

Vermont

Vermont reported 1 in every 42,134 housing units (8 filings / 337,072 units). Top counties: Essex, Rutland, Caledonia.

South Dakota

South Dakota posted 1 in every 49,863 housing units (8 filings / 398,903 units), the lowest rate nationally.

Conclusion

Foreclosure activity continued its upward trend in September 2025, but states with the lowest rates show significant regional variations in housing market stability.
